Course Overview

This course provides basic knowledge on good international practices related to environmental and social (E&S) risk management for urban infrastructure projects. It targets city officials and urban infrastructure practitioners. Participants will receive an introduction to IFC Performance Standards, the most important E&S standards for financial institutions, in particular for development banks. Furthermore, participants will learn how development banks assess E&S risks of urban infrastructure projects before they may provide finance.

About This Course

This course has been developed by the C40 Cities Finance Facility (CFF) as part of its support to cities in preparing climate resilient infrastructure projects and linking them with finance.

This training course covers all relevant issues that forward-looking city administrations should take into account, when designing urban infrastructure projects with potentially higher E&S risks. The course is highly practical and focuses on those issues that typically tend to go wrong or at least become difficult, when requesting finance from a development bank. It gives a brief introduction to E&S standards for financial institutions, and includes a short overview of the 8 IFC Performance Standards, related guiding questions and case studies on typical city infrastructure projects in the area of transport, renewable energy, waste management or blue and green infrastructure.

The course then explains how development banks will assess and manage E&S risk of urban infrastructure projects including E&S categorization, E&S due diligence, credit/investment review and inclusion of E&S terms and conditions. With the help of this knowledge, city officials will be in a position to prepare well for discussions with financial institutions and development banks.

Finally, the course then briefly discusses why the application of IFC Performance Standards improves the sustainability of urban infrastructure projects and are not just a bureaucratic hurdle imposed by financiers.
